I found this this morning in some pocket change. it looks to me like PMD. Any thoughts on how it was done? I was thinking perhaps a dremel or some other type of rotary tool

If t had been a fraction left, it would have been a circle impression. That kind of PMD is anyone's WAG. metal shaving on a garage shop floor and run over by a loaded pallet mover?...Could even have been a nail counter sink that Little Johnnie's cousin Jo-jo in the Prison license plate shop used, or it could have been Uncle Jack's defective capped toothmarks, or...
