Why did Germany issue German Empire design coins long after Wilhelm II abdicated in 1918 ?

Sounds like the economy was collapsed, had to print money by the boatloads to pay reparations and start all those wonderful inflationary social programs giving birth to the Weimar Republic.

Unfortunately, you're missing the point. Imperial coin designs should not have been used since Wilhelm II had abdicated and there was no more empire after the Treaty of Versailles.
