Yes, RPM has to do with the Mint Mark - (RPM - Repunched Mint Mark)

It is more of an issue with a worn die and a worn coin issue. There is a mark on the '7' that is incuse that is damage from contact with something. You can see die flow around the date. The devices are wider from being worn down on the digits. A very small amount damage also on the '3'. Nothing special with this coin other than being a Buffalo nickel.
