Looks to me like there is sufficient wear (e.g. on the eagle's head and wings) to account for the missing eye. However, it may not have struck up fully in the first place, so hard to know exactly.

The eye would be a post sticking up in the recessed area of the eagles head and body. If that area was filled with grease the head itself would be missing too. So just wear.
Yep good point @mark. I guess that I'm thinking about how Liberty's head isn't always fully struck in the SLQ series. Perhaps the same thing could have happened with the OP's coin, or is that no longer a possibility with improved minting technology?

There are a zillion little ticks on this coin, so it's "missing" more than the eye because of all the circulation wear. Not a Grease Fill, I don't believe.
It sure looks like this quarter spent a good amount of time in slot machines! the reeding has worn down and there are numerous contact marks on the surface.
