The 28 looks cleaned. The other 2 look worn slightly. imho.

Thanks for the help numismatic student. Wish I could tell the difference between cleaned and natural. I have to learn not to buy raw coins on ebay unless I'm certain of the condition.

I buy coins on ebay and I am not certain of condition. That's a chance we take in the biggest coin bazaar in the world. No risk, no reward. Like others told me when I first got here, hang out here at the grading forum and you will get better over time. Even the most experienced people make mistakes. But it is fun learning alongside one another.

Very good question . All 3 could or could not be cleaned . In my opinion they can be called either way . I'm not seeing telltale signs of cleaning like dirt between the letters and mottos . OK , the 23 and 28 might have been lightly cleaned .

23 and 28 almost certainly have been dipped, and perhaps over dipped.
