The plastic makes this one hard to grade; I don't know how many nicks and dust particles are on the surface of the plastic.
I will assume that the slab has been cleaned gently, but very well, before it was photographed.

The TPGrader had the advantage that we don't, of examining this coin under the best lighting conditions, with a 10x loupe, without the plastic in the way.

Can't see any wear, reasonably sharp strike.
Typical it is with Gillick busts of this design, the Queen has almost lost her ear. Nevertheless, I think that the RCM had the best master dies of any country in the British Commonwealth, that used the Gillick design in 1953.

Is the incuse "MG" visible in the truncation of the bust?

MS60 or 61.
Rest in Peace

I agree that the plastic makes this particularly difficult to grade with the number of lines on that plastic.

The obverse has many of those lines parallel on the plastic so it's a little easier to see through.

No hints of circulation and large field areas show no disturbance. I don't see any major distractions nor any hits on important locations. Just a good deal of small chatter.

MS-64 from what is visible.

Haha the dollarman ;P

As for the coin, it graded MS63. It is definitely hard to take a picture through that slab.

As for the why it was sent it to PCGS.....no clue the fields have a nice mirror look to them. Maybe the person thought this was a PL?
