With the way they are scattered about, it looks more like flakes of silver debris got struck onto the planchet during the strike. Laminations tend to be in a straight line. These are more circular in shape and not in a straight line. If they were a bit thicker, the weight would be increased, but they look very small and probably wouldn't affect the weight that much.
