I'm also leaning towards it being a lamination error, the affected area on the reverse is consistent over the devices, something you wouldn't see on a coin that's just been scraped. Can you take some angled photos to get a better sense of the depth and scope of the anomaly?

Changing my opinion as well - anomalies appear to be in the same area on both sides.
