I did some digging around myself and seem to find the most likely answer to my question is that these markings are made by an old coin rolling machine when this quarter got crimped on. Can anyone confirm my findings?

Unfortunately this is a damaged coin,most likely Wrapping Machine Damage.

The source of the damage is irrelevant, the coin is ruined unless it's a key date....and it's not. Looks like it's sentimental value only.
