Weird. It appears to be an area of wear, or perhaps even a die chip.

It's just weakly-struck. You can see symptoms of the same thing directly below it, on the wreath leaves. That talon (eagle's left, viewer's right) is an early casualty of weak strike. Perhaps even grease, for the same reason - it's a relatively high spot, relatively far out from the center where pressure is less and metal fill more problematic.
