It looks like it could be a struck thru. debris.

What I like the most about this coin is the obverse, shows an abraded die /over polished around the Bust area and under the pony tail and the severed head hence nickname PezNeck

It is a no neck Tom. As mentioned, this is caused by over die polishing. The devices are also reduced when the fields are reduced.
