This hole is pretty deep and very tiny.So if this is PMD it would've taking a very small object to make. But I'm not saying it isn't PMD. I just found it interesting! Any advice is greatly appreciated!

It is PMD and not a mint error.

A punch of some sort. A scratch awl would do that, if applied with a hammer. Good argument against allowing people to be idle.

Coins get whacked with sharp objects all the time. I don't know why.
