The coin is new like the rest of the box, the lighting makes it look brown. I think this one has been Struck Through Grease.

I've seen something similar posted before but, I can't remember what it was. Struck through a thin layer of grease may have been it.

Note on the "OF'. See how the devices are very wide. So the deeper portion of the die is filled. It may have been fresh grease, and after the first strike it splashed out of these deeper devices. Thus the surface of the fields received a coating preventing the strike to happen even on the fields. But until the dies are wiped down to remove it, there will still be the issue untill all the grease if spread to the coins struck. Then it will be back to normal on the fields again. But the filled devices will continue to be an issue until they are cleaned out.
