We would need a closer photo of the mint mark.

From what you provided it looks more like a die chip.

looks like the post on the die broke filling in the D - or PMD.

The 78D &79D pennies and nickels were punched with a broken punch known as "the Dot". The inside of the punch wasn't very defined. On later state dies any semblance of a center hole disappears through a grease filled device.
