Yes, the 3 code green label ones are the earliest PCI and their grading was decent & honest.
However, they've been in the market for 30 years and have typically been well picked over looking for upgradable coins... so there is rarely any big wins unless the coins have been off the market since they were slabbed.
Stay away from the gold box, and ESPECIALLY the counterfeit Green label (you can tell because the "PCI PCI PCI" microprint you see in your photo is just blobs.
