According to wikipedia this is how the Sacagawea dollar was minted by year:

2000-2001 (circulation)

2002-2008 (collectors only)

2009-2011 (circulation)

2012-present (collectors only)

Tell me there is not a wasted step in there somewhere. Why go back and forth on these?

2009 was the first year of the annual Native American design on the reverse, which is probably why they were released back into circulation that year.

They erroneously thought the Native American series would increase demand for the dollar coin. It did not. Only killing off the one dollar note will increase demand.

The Golden dollar was some bad way of perfecting the disaster of the quarter sized Susan B Anthony Ugly silver dollar( which it too started, stopped, started and stopped). *** Removed Inappropriate Text! ***

The SBA only started again to meet anticipated demand before the Sacagawea dollars were available. Okay, they were misguided, but it's not quite the same. They didn't really think people wanted the SBA again.

They SBA started again because the Fed supply was being depleted by demand (the post office, mass transit, etc.) and the new Sacagawea was still a year away. The SBA was, legally, still the current design and could be minted at any time.

Jbuck has it right. Kill the bill or no dollar coin will ever get used and we will continue to stockpile wasted metal.
