2016 Theodore Rosevelt Quarter, Is This A Form Of Die Wear?

I think you can see the lines fairly well. The thing that is most unusual is the reverse lines. The lines in the sky seem to come from the center point of the coin,However the lines in the river follow the river against the sky lines. So is this a form of die wear or some die polishing? Any advice is greatly appreciated!

Looks like die flow N-S and die scratches in the river. I decided to see if their was something on the design, but nothing. Note on the left edge of the river is showing the die flow lines at an angle towards the closes rim.
