Too Much Spotting For An PF67 Shield Nickel?

I'm not really sure how many spots are acceptable on a PF67 coin. I would have thought that there shouldn't be any spots on a 67? Is it turning in it's holder?

I actually do not see the spots in the photos, other than possibly at 9 o'clock on the obverse and possibly on the shield. I assume this is slabbed -- maybe the spots appeared after it was slabbed (this shouldn't happen but maybe storage conditions caused). Also, I have a few NGC PF 67 Buffalo's and I believe they would be consistent with this condition. Beautiful strike --looks like a great proof to me.
