The only KNOWN listed RPMs are for Proof coins, this ain't. I think I remember someone saying a broken Punch was the cause of these markings, if not that then it is die chips around the edges

There's nothing listed other than on proofs. It may be a broken punch. It doesn't look too much like die chips.

No chips there. Just mint mark punch damage on the mint mark. With a damaged punch, several dies are affected. So it's a common coin.
