An abraded die would likely be something that causes a depression in the die. It might be scratches or it might be a die gouge. That would cause a raised area on the struck coin or what looks like small scratches. I can't tell if the spot on the coin is raised or sunken into the coin. There is an effect in the picture of one of those neat optical illusions where at least, I can't tell which way the surface was effected.
If it is sunken, it is likely a minor strike through error.
Since that is a deeper part of the die, a die clash scenario would be ruled out. That part of the obverse die would not be effected if it contacted a reverse die during a clash.
It's hard to be sure.
