Grading by internet picture is very difficult. Try taking the coin out of the 2x2, turn down the exposure some and retake the pic. Even a couple of tilted angles will help for accuracy.
The obverse might have some rub on the cheek and forehead, I can't tell from this picture. When they changed the obverse design, they did a great job at spreading the wear. Seems to me the obverse rims do a good job of protecting it.
On the Memorial series, the best judge of wear is the building IMO. The steps/pillars are prone to taking hits and the cornice wears down. They are strong on this coin. I believe the "mushy" spot on the steps is not wear, but a common die/strike issue on Memorials....it's very common.
Finally, the plating can obviously wear off, but by then the coin will show wear/hits on the devices....in most cases. What I'm seeing on this coin is a poor plating job by the mint, very common. The "rubbed" area above ONE CENT appears to be mylar to me, that's why I always recommend taking coins out for grading shots.
