Does this make it as a full bands or is the lower diagonal band not
full enough?

Not full bands. Sorry.

Center band is flattened and the center is filled in.

1942-Merc-Dime--Full-Bands?

After re-reading your question I think I need to explain what is meant by Full-band. The correct attribution is Full-split Band or FSB. What you are looking for is the split between the three horizontal bands on the torch. The diagonal band is not in play. Hope this helps.
