That is a polishing attempt to repair the die, die clash maybe? Roughly a common location. Notice how the lowerbust, coat has disappeared, RT and 9 may be result as well

Did you clean the coin,it looks cleaned? Also,not a brockage error. Use the glossary on the left side of page for info.
