The reverse side of this coin is inverted on this 5PTAS coin from Spain. Is this normal, also it is flaking. It seems to have a major error and is it worth getting graded.

It does appear to have a lamination flaw (the flaking).

As far as orientation, did you flip the coin side to side or, top to bottom?

Edit: for the true mintage date, you have to look to the star:

It looks like it is 1969.

If that, then the two sides are out of rotation by 180°.

I agree with a lamination. Is that coin normally a coin flip or medal flip? I do not think it is worth getting it slabbed.
