It looks like the peel came loose on the temple area of the bust flattening where it is now, after the strike. Thus the reason it was not struck onto the motto. No die chip. Just a partial peel from the lamination.

Far from it! I love lamination errors and it would definitely be a keeper for me.

Thanks, coop, for noticing that it is a post-strike folded-over lamination peel. That makes much more sense for how it looks.

These do have value above face, possibly around $3-$5 to the right buyer.
