Not just the Orlando show... little geographically undesirable being I'm in Chicago. Just coin shows in general. Do some dealers have a selection available for trade or purchase?

I have only seen a few over the years, and not one dealer who had only CSC's. Check the bay.

Not a dealer only selling them but possibly do some dealers have a binder of them tucked to the side?

I've been a pretty active counterstamp collector for a few years now. ebay has been my main hunting grounds... I'm looking for other places to shop.

This is a niche area of collecting, and probably not a very profitable one, so dealers would not give it much table space. They would likely be mixed in unsorted "junk" boxes or a miscellaneous binder off to the side, as someone here mentioned.

This is the sort of thing where it really benefits to tell local dealers that you are looking for this stuff, and they may put it aside, or if someone comes in with a collection they know that they have a buyer.

In my LCS, a huge part of his business is knowing how to sell what he buys-or more specifically, who the individual buyers for kinds of merchandise are. His buy offers depend on this. Some stuff like bullion or "junk silver" have a lot, others have few.

The larger the show and the higher the table cost, the less likely you are to see them. Items under $1 might be in a junk box, but probably not at a big show.

With the expenses of some shows dealers have to sell profitable items just to break even.

HOWEVER, if you make a business card listing your desire and contact information, you might be surprised.

I collect a somewhat uncommon exonumic genre and I sometimes I get emails from dealers I met many years before.

I wouldn't think you'd find many since they're typically so inexpensive. Checking ebay and setting up some Saved Searches is a good idea.
