Does Lincoln wear a toggle vest? Something like that on his vest (circled). What that?

My question is about the "Sunshine Rays" on this coin. I have some woodies but this doesn't look like improper alloy mix to me, looks like die scratches? Thoughts?

Possibly they're roller lines.
