Can anyone tell me what could have caused this unusual mark?

Can you point out or describe what you are talking about?
besides the initial for the obverse designer, it might have a small die scratch above his initial

The die maker doo'ed it! Blame him, take him to court, toss 'em in jail, sue, sue, sue! Ah, oh, sorry that was for another topic...maybe

Think yer talking the "omega like symbol", initials on the neck? Designer marks like on every US Coin.

Sorry about that fellas. I just now noticed that's the initials but they look kinda odd to me, still yet. It's not as clean as most are that I've seen.

Crazyb0, I may just sue, sue, sue still. Lol. It's 2017 and I feel violated and offended. I wonder if U.S. minters have good lawyers? Lol.
Rest in Peace

Looks like it's had a pretty brutal cleaning, too.

It did come from a small local coin shop so it may have happened there or he may have got it like that. I appreciate all the information though, gentlemen. How can you tell it's been cleaned? I'd like to know for future reference.
