I blew it again. The obverse is the wrong coin. I'll submit the right obverse.

The U.S Mint stopped punching the mintmark by hand since 1990. The mintmarks are now engraved into the design on the die. So a RPM on a coin from 1990 or newer is 100% impossible But will wait for the picture for determining the final verdict.

Judging by the split plate doubling on the reverse my guess is split plate doubling on the mm

Your new obverse picture yes it is split plate doubling like the reverse I believe it's where theyes turn up the pressure and it splits the copper plating exposing the zinc
