1995-D Lincoln Raised Plating Under Ty Of Liberty On Obverse?

Appears to be Raised Plating and not blistering under Letters TY of Liberty and the Letters on the Obverse and were clearly processed afterwords. Was the T broken in half during the Strike Process because of the Raised Plating? Also other issues on Reverse and Obverse Rim. Any thoughts what may have caused this to happen? Thanks.

Maybe a plating blister? Can you push that raised area back down with a wooden toothpick?

Spence thanks for the reply, I tried using a toothpick and the raised plating appears to be solid with no movement.

It's just a plating bubble. I've never tried popping one, but have heard it actually takes quite a bit of force.
