Guess it's possible, but... Need better pix, too blurry, full size, edge shots. How thick, normal? 12.5 is normal so that is under weight. If a Kennedy blank was punched from SBA stock it would be thinner, but still the same diameter as a normal Kennedy and weigh more than the SBA. Perhaps more than 9 grams, but not over 10 as this one is. I think it is in tolerance.
