The emblem on the Bomb Technician side of the coin looks like the PSBT - Public Safety Bomb Technician- emblem. So possibly the B-03-04 represents the class the person getting this coin went through the program with.

This is an FBI Hazadous Device School (HDS) basic class coin. HDS is the only training facility state side that certifies public safety bomb technicians since 1971. The front of the coin proudly displays the bomb technician badge (aka crab) while the back displays the "mad Bomber" (one of a few mascots in the community). The phrase above the Mad Bomber is their class motto. The front "B03-04" stands for Basic School, the 3rd Class of the year 2004.

You can find these from time to time for sale; however, the only people authorized to purchase them in the beginning are graduates when they actually graduate the school. Hence why it's personalized with the class number and motto. After the initial purchase no more are made for that specific class.
