Canadian Governor General's Silver Medal 1941 ?

A coin dealer I buy wholesale from has this rather interesting Canadian Medal from World War Two that I can't identify. It was awarded to Arthur Norwood Harris, a lawyer of some repute in his day, in 1941. Its in the original box. Anyone know what it is exactly? It appears to be some sort of silver medal awarded by the Governor General of Canada, but I can't find any similar examples anywhere of the same type.

I should add, named medals are usually more desirable than unnamed examples.
