At first I thought this was just circulation damage but noticed the wavy lines were under the letters and appear to follow Lincoln's hairline at the top of his head. Thoughts?

To me it just looks like some incidental staining or rust deposit from a separate ferrous object.

Looks like something was on the field area of the die preventing the normal strike on that field area. Perhaps some grit in that area. It may have covered the die scratches on that area.
