Here's a pic of my 1968S Proof Quarter Rev C. I saw 7 sets this weekend at the local coin show and ALL 7 had the Rev C quarter.
Notice the well defined tail feathers and the line splitting the tail feathers.

I bought 2 of them. Are they really that scarce?

It does look like the C reverse...I'll have to check around to see just how scarce it is.
