Nope, not a Doubled Die Reverse. Just MD ( Machine Doubling) it's very common on ATB Quarters as it happened a lot.

Yes MD. Doubling on incus lettering would result in "thiner" lettering.

I collected 100 of them and the percentage was close to 70% had some MD on the incuse devices. Some minor, so stronger, but they are very common.
