Its look like CC FIR said an acid bath of some kind we will never really know when the acid was applied at the mint were it may have go a full wash with being mix or a some one with a scam to list on ebay as a modern rarity

Weigh it. Any acid damage this severe should have removed enough metal to render the coin abnormally light.
Error coin writer and researcher.
