Its a counter stamp of the state of Indiana. There was an entire series stamped for every state. A curiosity, but PMD actually

A counter stamp. One for every state and a few thousand other stamps too.

Not a error by any means, but it is a state counterstamp. The "IN" stand for Indiana.

I just found one of those today. Mine was from Arkansas. Some people collect them, but they aren't worth more than one cent.
