That looks very close to RPM-019.

It's not a doubled die. The known doubled dies for that year and mint are on the eye or in the motto.

The mint mark look normal from what I can see. The devices are flattened with coin circulation.

Here is a comparison of the 1951-D RPM-019 pictured on coppercoins.com
The top coin photographed is credited to Bob Piazza, the lower coin is the original poster's.

The east RPM is not present on the OPs coin. The location maybe be close, but no RPM.
