I can't see the digit below the Tughra, but the 3 would be a better date.
Never mind that- I think I can make out an H on the top photo at 6 o'clock (on the coin when oriented correctly). That rules out the scarcer issue.
oh also, the top picture should rotated 90 degrees clockwise.

The regnal year (the digit beneath the toughra) looks like a six to me. And 1327/6 would be around 1912 in the Gregorian calendar.
