What caught my eye was the center post of the "E" in "EPU".
Looking closer I noticed that there was movement on the devices.
I just don't know for sure if it is significant or not.

I think it's a combination of a little MD and Die Deterioration.

Obverse is extreme die wear, and stress, seems to be suffering from heat, that pitting effect around the date is the indication. A lot of multiple stampings generates quite a bit of heat, that with the metal flow of deterioration these effects show up. Notice also how shallow the devices are, the die face has been polished down quite a bit. Reverse doubling is MD, just happens to be multidirectional.
