Need better pics, especially of the reverse. Those milky spots I see could cost it a few points. Is it a SMS or regular business strike?

In all reality, it's all about population control. It's hard to break into the top of the population because they want to keep the census low to keep the values high. Case in point, I have personally sent in 3 separate 1995-W Proof ASE's, all of which were spotless and flawless yet they all came back PR69 DCAM's.

It's in great shape but I don't think it's FS-802. It doesn't have the strong doubling on the upper stars. It could still be a doubled die but not FS-802.

It might make 67. Don't touch the surfaces or clean it in any way.

Very beautiful coin, I think it could beat 66+ at least from the pictures
