Looks like a rotated/tilted die clash because the Lincoln Memorial base went through his head and made a deeper mark near "GOD". Die Crack straight through the "T".

@SF11Dude, I'm posting an overlay of a 1960 LMC to determine the die clash. Now I couldn't find an overlay of a 1978 but I don't think that the design shifted, moved, or changed from 1960. The memorial columns from the reverse can be seen under Lincoln's chin, but the "N" from One Cent on the reverse is not lining up under the G in "God". So I'm not sure what that is.

Thanks Toots, seeing the same thing...

I normally just file them in a flip because there are a lot of die clashes in these rolls...also almost all the rev's have barely or no discernible steps (assume die issue)

I looked at my overlay like you provided and the corners match up to a rotation where the top left/right edge/corner of the memorial roof...Pic #4 note the square corner then smooth arc and "floret"...had me all turned around trying to figure it out...

Still not sure I got it right but I figured you all would know right away...
Rest in Peace

These can easily turn you around! I've learned a lot here and still have much to learn I've looking at this one and the other one you posted and I'm wondering if they were struck with a slightly rotated reverse die. I'm interested to see what the more knowledgable have to say. Hopefully some will chime in soon.
