Thanks, I have indeed left the case open. When and if I do get these coins, how should feedback be handled? This wasn't a smooth and easy transaction in my eyes and any feedback should represent that.

Wait until you get the coins and go from there. If it was the Postal Services that were slow, no need to leave negative feedback, it wasn't the sellers fault.

I don't leave feedback until I have the items. Interestingly these did not come in today's mail. It's been 25 days now.

Leave appropriate and honest feedback once you receive the coins or a refund.
If you get a refund, and then suddenly receive the coins, you can then resubmit payment to the Seller. You can also then leave followup feedback to reflect the situation.
Just do what's right and treat the Seller like you would want to be treated.

When I leave feedback, the most important thing to me is the communication (or lack thereof) from the other party. Is this someone you're going to want to business with again or not?

I purchased 2 coins from Florida which took 3+ weeks to make their way to Michigan.I think the USPS is still clearing the backlog from the holiday season.
The second coin just made it here yesterday after bouncing between FL and MI according to the tracking.

So my 6 quarters finally arrived today after 26 days after I placed my order and therefore I closed the case. Now for the feedback I think I will leave a neutral to the effect of "The package arrived 26 days after placing the order. Highly unacceptable." I would add more details but there isn't enough room. Do you think that feedback would be fair? Also I would like to note that the coins were shipped in a flimsy stamped envelope and no customs declaration label.

No that feedback is not fair if the coins were shipped within a few days of ordering. No one can do anything to speed up customs or the mail and if you order internationally you sometimes end up with a long wait from customs that's just part of the process. Sellers shouldn't be punished for customs. Assuming the coins were shipped within a few days of ordering then it's either positive feedback or don't leave any at all. Anything but positive 5 star feedback has the same impact as a negative on ebay

Sellers have no control over how slow the mail service can be at times...
This past winter, USPS has been quite slow, with several Priority packages taking a full 7 days for delivery... I certainly wouldn't want an impatient buyer to leave a nasty feedback over something that is certainly not in their control...

You may consider not leaving feedback. I strongly recommend against leaving negative feedback in a situation like this, not that you are considering it.

Considering the track record from the other neutral feedbacks it seems this is a problem from this particular seller. I don't know weather it's slow shipping from the mailing service or if the seller is just slow to put the package in the mail. In the listing there was no mention of there being any delays in shipping after payment is received.

There should be a postmark on the envelope that would indicate when a package was actually sent... I have had several shipments from Canada take right around a month

And how do you know those other feedbacks weren't just over demanding buyers blaming them for customs and the mail as well, you don't. In fact there's probably a better chance that they were being unreasonable then the seller consistently taking weeks to ship

For what it's worth, it seems like you got the items you requested, albeit a bit later than you would have hoped. There seems to be no evidence whatsoever of anything nefarious on the end of the seller. Let me ask, what would the point of leaving a nasty feedback?
