So where do I begin... On December 29th I bought a few coins from a seller in British Columbia. So here it is over 3 weeks later and I have not received the coins. This is a lot of time considering most of the coins I buy from Canada generally arrives within 10 days or so. I realize that international shipping can take a while, but I find lots of difficulty with that coming from Canada based on my past experiences. Anyways I attempted to contact the seller and I guess it opened a case against the seller for an item not received. I get a note from the seller shortly after and he wants me to close the case in the "The seller offered another solution" e-mail. This is what I got: Seller's message: "Hello, do you open the wrong case? This is the international shipping. So please close the case as it is too early to open it. OK?" If you're satisfied with this solution, you can let the seller know by sending a message in the Resolution Center. If you don't want to accept this offer, we encourage you to send the seller a message with solution that you'd be happy with. You can also view the details of this request in the Resolution Center. That doesn't seem like much of a solution to my dilemma. It was my understanding that ebay won't let you file an unreceived claim until appropriate time has passed. How should I proceed? I am not trying to be a jerk about it. I even told the seller I bought a number of Canadian coins from other eBayers long after I bought from him and already received those. At this point I am just frustrated.

What does the tracking number show? That should at least give you a sense of whether it's moving, stuck in customs, etc.

If you're satisfied with this solution, you can let the seller know by sending a message in the Resolution Center. If you don't want to accept this offer, we encourage you to send the seller a message with solution that you'd be happy with.John1

No tracking number......... BOOOOM. Any seller not tracking packages is very foolish. Or self insuring. Either way the buyer wins any case with ebay or PayPal. Good Luck hope you get your order!

With no tracking number that changes the situation A LOT. Really that's just your gut call at this point. If it was sent someone along the way probably figure out what was in it and stole it noticing there was no tracking.
As a general note customs on both sides has been slow since Christmas. Even priority mail packages between the US and Canada have been taking 2-3 weeks. Hopefully it'll speed back up again with the improving weather

Shipping has definitely been slow lately. However I would just keep the case open as it is. If/when you get your order you can close it, if not you can move forward with the case to get your refund.

It's possible that the seller didn't actually ship it until you reminded them and this is their way of asking for more time. That's not an excuse but I wouldn't be surprised if your coin arrived about 10 days from now, nor would I want to wait that long to see if that's the case before taking additional action.

I guess it wouldn't hurt to keep the case open even though the seller wants me to close it and offered NO solution. I'm just not sure how long I should have to wait before further action is taken.

Do NOT close the case unless you receive a refund or a package.
Respond to buyer with items not received.

Don't close the case until he offers you a solution. What is his track record? Does he have any negative or neutral feedback? Do his terms and conditions mention shipping time? A good international seller will make mention of postal delays in their Terms and Conditions and how to handle these via contacting them for resolution before opening a case. As others have mentioned, shipping between the US and Canada is taking 2-3 weeks in some cases for whatever reason right now. Personally, I no longer do business internationally as it is honestly too much of a hassle. Your example would be exactly why. As for tracking, it only proves the envelope or package got to the destination, but not the contents. I have heard of people receiving their tracked packages slit open and then re-closed with contents either removed or replaced.

It's tricky for me. I live in Michigan and many sellers here based in the USA deal very little with Canadian coins so really my options are limited.
The seller had a number of neutral feedbacks such as:
Did not receive item but did receive money back. Ordered else where.
Refund made to me. Item not received
Ask for fast payment, but very slow to ship and deliver.

Sit tight. You were ok opening a case. If it was too early, ebay would have kicked it back.

Don't close the case until you get either your money back or your item. In the future, don't deal with that seller.

As for the lost items, at least the seller did refund the money on those. I've never understood why a buyer would leave a neutral (or negative) feedback to a seller for something that happened which was beyond their control. There are rogue USPS workers out there as we know, so lost items are going to happen - it's just an unfortunate fact of life.

Do not close the case until you get your coins or a refund. I believe that once a case is closed it cannot be reopened.
