The mint techs were trying to remove a deep clash and buffed the face of the down down, details are shallow (reverse image) see where the 3-d effect usually seen is gone? Tht is the closest to the die face and goes away first

Yep, looks like the result of over polishing the die.

Also, notice the grease-filled/over-polished on EPU and States. This is a good indication that there was a very heavy die clash...this is where the bottom of the bust would hit.

Even the statue is almost gone. As already mentioned, the die was so over polished the columns are almost gone.
