and if so, why are the pennies less valued than the ha'pennies?

I've wondered about this variety myself.It appears to be quite evident to the left of the shield.

I believe the Low Tide Halfpennies are scarcer. Also they have a lower survival rate: Edward VII pennies were still relatively common in circulation at the time of decimalisation, and large numbers were saved, whereas halfpennies of the same period had mostly worn out long before.
