Old lacquer is a good guess. Solid AU sharpness at least.

Acetone will take the lacquer off and won't harm the silver.

I would leave it alone. Removing lacquer often leaves disgusting partial toning in blotches.

Looks like some of the lacquer is off. I don't think it can get any blotchier, eh...(is that a word up north?)
