I have one that looks exactly like that. I'm pretty sure it's plated. There are YouTube videos on how to change the color of cents to silver and gold, but I can't remember if those were copper-plated or 95% copper cents.

Possibly a school science experiment?

If they're actually brass, not toned, and also BU then they can command a little bit of value.Check out this letter from the mint explaining how it happens.

I noticed that, too. The last paragraph doesn't make much sense to me, either. An explanation is given and then a reason to disregard the explanation?

OK so this is my take on the letter :
When they say it is possible to - followed by an explanation for how it sometimes happens - they state that in this particular case due to the studies they performed they ruled out that possibility.
