The lack of luster killed it. It looks like it was dipped too many times destroying the mint frost.

https://www.NGCcoin.com/certlookup/4648129-046/63/actually if you look at the NGC photos of the coin you can see that the flash on the seller's camera or his post processing washed them out really bad and also hid some bag marks. The coin I think does have luster as it shows in the NGC photos. In any case I will know for sure tomorrow when I have it in hand. Thanks again everyone!
